VEHHE Countertop Paper Towel Holder, Damped One-Handed Tear, 7.1 in Base

A damper works with a retainer inside. The roll is slowed as it turns and held as the sheet separates, which leaves the other hand free.

The base is broad and heavy. Lowering the centre of gravity is what stops the stand tipping when a sheet is yanked, and the extra width also accommodates a range of roll sizes.

EVA padding covers the entire underside: grip on any worktop, and a barrier between metal and stone or timber.

Assembly is a single action: the rod threads down into its socket and the stand is complete.

Stainless steel in black, standing 12.1 inches on a 7.1 inch base, weighing 0.86 kg.

The base is 7.1 inches across, so check the counter strip or shelf it is meant for before committing.
